Financial Hardship

MSD Students who qualify for financial hardship do NOT pay these fees (fees waived):

• Field Trips
• MSD Athletics Participation Fees - If a parent or guardian would like their child’s athletic participation fee(s) to be waived (either a full scholarship or partial scholarship), payment plans and scholarships should be arranged through the athletic secretary and school athletic director.   Checking the box does not ensure your student's athletic participation fees are waived.   Payments, plans and/or scholarships need to be in place, in the athletic office, prior to the first contest, no exceptions.
• College Credits for courses offered at the high school
• Early Entry College Credits (taking eligible courses directly through a college)
• Advanced Placement (AP) Test Fees
• RVTD Bus Pass (for students enrolled in MSD programs)
• High School Foreign Language Proficiency (FLP) fees
• Instrument Rental
• School Supplies
• Class Fees
• College Application Fees

Allowable Fees for ALL MSD students (fees not waived):

• After-School Activities
• Club Sports
• After School Child Care
• Preschool
• School Pictures
• ASB Card
• Activity Fees
• School Logo Attire

• ORS 339.115 Admission of students - Districts must admit free of charge all resident students between the ages of 5-19.
• ORS 339.141 Tuition prohibited for regular school program - students cannot be charged for the “regular school program,” which means the regular curriculum provided in the required full-time session in the schools of the district.
• ORS 339.147 When tuition authorized; waiver of tuition and fees—students that qualify for free and reduced meals cannot be charged.
• ORS 339.155 Prohibitions of certain fees as condition of admission; allowable fees—lists things a district can charge students for (deposit for a lock for a locker, towel fee for PE, and some other things; can’t charge for standard prescribed textbooks).  But this statute then refers back to ORS 339.147 which says that students that qualify for free and reduced meals can’t be charged.
• ORS 337.150 Subject to ORS 339.155, each district school board shall provide textbooks, prescribed or authorized by law, for free use by all resident public school pupils enrolled in kindergarten through grade 12.
• ORS 339.260 (Repealed in 2011) – Can no longer hold educational records due to fees.
• ORS 339.270 Assessment of costs of school property damage against responsible student or parents or guardian; notice; action to recover. (1) If a school district finds that a student is responsible for damaging school district property, the school district may determine the reasonable cost of repairing or replacing the school district property.
