The Medford School District has earned the Oregon Department of Education's Carmen West Memorial Award for excellence in its commitment to the academic and linguistic development for the district’s English Learners. The Medford School District English Learners have demonstrated overall high outcomes in spite of challenging needs. Carmen West worked for the Oregon Department of Education and was a tireless champion for the state of Oregon in advocating for English Learners. This award has been given every year since her death in honor of outstanding work across the state for EL students.
In previous years, recipients of the Carmen West Awards were determined using Annual Measurable Achievement Objectives (AMAO) data in order to identify districts’ who saw improved outcomes for their EL students. Without that data this year, another data source that was also considered came from the newly created EL State Report in which the Medford School District has consistently demonstrated high outcomes for EL students. This year, Medford’s growth for EL students was above the state average.
