The Student Investment Account is a non-competitive grant program which, when fully implemented, represents an investment of close to $500 million going directly to Oregon school districts and eligible charter schools. The purpose of the Student Investment Account is to meet students’ mental and behavioral health needs, increase academic achievement, and reduce academic disparities for historically underserved students.
Background: In this spring’s legislative session, House Bill 3427, also known as the Student Success Act (SSA), passed. The investment includes funding for early learning (such as Head Start), statewide initiatives (such as Measure 98), and the Student Investment Account (SIA), which represents an approximate investment of close to $500 million to Oregon school districts and eligible charter schools. Given the complexity of the SSA, rules are still being finalized and established by the Oregon Department of Education (ODE).
To qualify for Student Investment Account (SIA) funds, each district must submit a plan of improvement that demonstrates the engagement of the community prior application. MSD is reaching out to employees, students, and parents for feedback, including feedback from historically underserved communities.
Feedback gathering will include:
- Electronic surveys of staff, families, students, and community members
- Superintendent-led focus groups with staff, families, students, and community members
- Community meetings with the Superintendent
- Existing data from recent surveys, including:
- The Capital Project & Communication Analysis compiled by JWA Public Affairs
- Superintendent Search Committee Values
- YouthTruth Student Survey
- Engagement during regularly scheduled parent and student events, including:
- Latino Parent Outreach
- Special Education Family Workshop
- Black American Student Success Committee
- Maslow Project
Information learned from the community engagement will drive the district’s next steps within these SSA-required priorities:
- Reducing academic disparities for students
- Meeting students’ mental or behavioral health needs
- Providing equitable access to academic courses
- Allowing teachers and staff to have sufficient time to:
- Collaborate with other teachers and staff
- Review data on students’ grades, absences and discipline, based on school and on grade level or course
- Develop strategies to ensure that at-risk students stay on track to graduate
- Establishing and strengthening partnerships
